1995 Ford Escort starting problems

Hi, Have a 95 ford escort with 1.9 engine, starter problem. When the key is turned to start there is a click in a relay on passenger side firewall, engine does not turn over. Yesterday had same problem but turned key several times and started. Today will not start. Please help.

If the engine isnt turning soundslike a bad starter. Verify by testing for 12 volts at the small wire on the starter when key is in crank position
