1994 Ford Escort 4 cyl Two Wheel Drive Automatic 156k miles

I turn key nothing happenes. I have a new battery, alternator and the starter was tested and works. For some reason I am not getting 12 volts to the starter to crank over. I tested the small wire that goes to the starter but I get very low volts to it,
I can start the car if I short the starter and it runs, but I cant start it with just the key.

Check the starter relay, park and neutral switch, and ignition switch

From the battery terminal of the starter follow the cable towards the battery you'll run right into it
