1995 Ford E-Series Van transmission shift problems

I have a e40d automatic transmission with a 7.3 turbo diesel It all of a sudden started shifting from 1st to 3rd and has no overdrive. I did a filter change and that didn't help. I had some electrical issues with the engine which are now fixed. When I was checking fuses and fusible links I unplugged the external connector that plugs into the solenoid pack the connector had trans fluid in it do you think the solenoid pack could be bad and causing this problem. Or do I need to be looking somewhere else.

Could be a shift solenoid/pressure control or the TCC solenoid.

I recommend you have the transmission pressure tested-might also want to have the throttle position and vehicle speed sensor checked.
