The inside of the switch contains a gold plated ball, magnet, & small spring that "seats" in a funnel shaped cone. The red button on top pushes the ball against the spring and "seats" to the magnet completing the circuit to run the fuel pump. When enough force or "inertia" is exerted against the switch, the ball is un-seated breaking contact killing the circuit.

Or simply said, yes, it can rattle.

From you description it sounds like the ignition switch needs inspection, or replacement.

Yes, you could have your ignition checked out. Also look at your battery meter. The needle on the battery voltage gauge should always be either on or above the battery character. Above means its charging correctly and your alternator is working. Below means that your alternator is not functioning correctly. Then again u say you cannot turn it off? And it turns off when you turn the wheel.I would conclude the ignition switch must have problems before I jumped to anything further. :)
