Just replaced water pump and battery. Now when I attempt to start the vehicle I hear clicking and it will not turn over. Is this the starter?

I would probably start with making sure that your battery connections and cables were good and attached. Sounds like the connections are not good. Try tightening them up before you go out buy a starter
