1996 Ford Crown Victoria Overheating

My crown Vic, which is a police package, is overheating. I recently had the head gaskets replaced, intake manifold replaced, thermastat, and plugs. Then a tensioner pulley and belt. Then it was running good. A hose broke from the intake to the heater core. I replaced it and now the car takes a long time to heat up and when it does, the heat won't work. It also gets too hot. It fells like the antifreeze is not getting pumped through the engine. The upper radiator hose is hot, although when I squeeze it, nothing feels like is inside. The bottom hose is cold. The hose I replaced isn't hot either. I also now notice white smoke from the tailpipe. I am in between jobs and six kids to feed so money is tight. I would like to fix it myself. Any help would be appreciated.

This sounds like the thermostat is install wrong, take the hose off the housing and see if you can tell if the pointed end is up? If copper spring is up it's wrong, spring goes towards block.
