1997 Ford Contour turn signals dont work

My turning signals started working park of the time and now they r not working.I tried to locate the flasher but cant locate it. The haszard quit working to. The dimmer light works which is on the same turning signal arm.I was told I need a new arm which would cost me 216.00. I would like to try the flasher first. Also sometimes when I am driving the steering will lock up and then the car shuts off.

Flasher under steering area
looks like a relay
switch about 170 $ parts and labor
