1995 Ford Aerostar 6 cyl Two Wheel Drive Automatic

Does the car supposed to leak power steering heavily and steer hard when there's a problem with the rack and pinion or is that the indication of another problem?

Yes if there is a power steering fluid leak and can cause heavy steering and fluid losss. You need to make sure its the rack that is leaking however. There could be a possiability that a power steering pressure line is leaking or power steering pump. Vehicle would need to be properly inspected to find source of leak.
