After being driven and reaches operating temperature regardless of time it was driven, and turn off engine it is hard to start after fifteen to thirty. The only way to get it started again is to push accelerator to the floor and hold. I understand this signals computer to not inject gas.I don't know if there is any connection but the idling rpm fluctuate.

This sounds like one of the injectors is shorting out which will cause the injector to go full on and flood the engine. Lets run the codes and test each injector. Here are two guides to help us get started:

https://www.2carpros.com/articles/how-to-test-a-fuel-injector

and

https://www.2carpros.com/articles/ford-lincoln-mercury-obd1-1995-and-earlier-diagnostic-trouble-code-definition-and-retrieval

Please run down these guides and report back.

Cheers, Ken

Ken, thanks for your reply. Once an injector shorts out, does it stay shorted or can it be an intermittent problem?

Thanks for last reply. On 8/15/'18 when it was towed to an independent garage they replaced two injectors. I will have to ask if they checked the others for shorting. It is difficult to check the others and does it take special equipment?
