Has two exhaust outlets. One outlet has a closed butterfly valve about 8" in from the outlet. What makes the valve open? Have used sport mode, green mode and have used wide open throttle. The inside of that exhaust outlet is still shiny and new looking while the other open exhaust is black inside from use. Don't think the butterfly valve has ever opened. It's a north American car if that makes a difference. Had one person say all north American cars have the valve permanently closed for emissions?

Hello,

There are stricter emission requirements in the United States and the manufacturers changes any necessary components or make needed adjustments to make them legal to sell.

Given said that the best course of action for you would be to call your local Mini dealership and provide them with your VIN. They will be able to look up the manufacturer's details of your specific vehicle and let you know if the emission reason is why the butterfly valve does not operate or if there is a functionality issue.

Let me know of any questions.
Thank you.
