I would like to take the Vortec out of my 1999 2x4 and put it in my 1994 4x4
What issues do I have to overcome?
Can it be done?

You need all of the computer hardware from the 1999, including the transmission. Change the entire wiring harness, fuel system, dash is different as well as the exhaust system. Pretty much everything is different because of the change from OBD I to the OBD II/CAN system in the 1999.
It can be done but it is not a drop in.

Including the transmission kind of puts the kibosh on the swap.
Thanks for the quick reply, it would have been enough work with out the transmission swap, and looking for a suitable transmission with 4x4 capability is not what I wanted to do.
Thanks again!

Yeah the 1999 uses electronics that the 1994 does not have. You could get by with the 1994 transfer case as long as the 1999 does not have the auto mode, but not the transmission.
