When I'm driving my car, it sometimes slows down slightly then speeds back up slightly without me decreasing pressure on the accelerator. I have to almost floor the throttle to get it to stop. Also, the RPMs will drop to idle speed.

The first thing I would do is run the trouble codes.

Here is a guide that can help:

If no codes are present let's check the fuel pressure because it sounds like the fuel pump is weak. This guide can help, and you get rent a fuel pressure gauge from the auto parts store for cheap or free.

https://www.2carpros.com/articles/how-to-check-fuel-system-pressure-and-regulator

fuel pressure specified value (280 - 330 kPa, 2.9 - 3.4 kgf/sq.cm, 41 - 48 psi)

If the pressure is low this is how to change the pump out. Check out the images (below). Please let us know how it goes.

It also only does this intermittently not all the time most of the time it runs normal then other times it stumbles. Also, I've had it stall after starting when the engine is hot.

The evap system leak detected code is a clue that the EVAP purge solenoid might be stuck open, let's remove it to see if you can blow through it, if so, it is bad and needs replacement, here is the location. Check out the images (below). Please let us know what happens.
