Engine start issues and misfire

Car cannot seem to turn over without a jumper boost even with a new battery and cables. When driving I can hear it misfire and some backfire sputtering.

How long since a tune-up? As far as your starting system. I would use a digital multi-meter across battery posts, everything off, the generic spec for a full charge is around 12.6 volts. Leave the leads touching battery posts, have helper turn key to crank, how far does the reading drop, should not drop below 9 volts, just my opinion. I saw what you replaced, did you check your charging system?
You may have to check voltage drop on wiring circuits going to starter motor. Hopefully your engine is not hard to crank for some reason?
