Fuel pump stays on when ignition partially turned. After a while pump quiets and will start. This a relay ECM or pump?

Hello,

It is normal for the fuel pump to prime when you turn the key and get quiet, this is to make sure that you have enough fuel pressure to start the vehicle properly.
Can you tell us the issue you are having?

Thank you.

Good morning,

The pump should only run for 2 seconds with the key on. Then it should shut off until you crank the engine. Then it will run 100% of the time.

By staying running all the time, you need either a relay, which may be stuck or the ECM
itself.

The ECM is behind the right side kick panel by the right front door.
