Radiator fans will not turn

My cars fans will not turn. They are not locked, just not moving. The temperature gauge will not say it is too hot but after driving about twenty to thirty it will not start until open hood and let it cool off.
It also does this thing where when I come to a stop it shuts off and starts right back up. Or it will act dead until I hit the brakes then I can hit the gas again and go. Usually does that getting up to speed (around twenty plus). Sometimes I can go fine once I get over thirty.
My oil light flashes as the car is in the mist of dying but not aside from that.
My fluids are fine.
Transmission has been slipping slowly for few week's or it could just need flush. Now leaking as of three or five days ago.
My check engines light is there only when car is on but not started (other lights go off. Such as seat belt light and doors when I do up and close doors only).

Scan for codes first I f check engine light stays on with key on is normal. trans may be ready for a rebuild not a flush probably won't help. check fuses and relay for cooling fan see pic and link. also jump fans with 12volts see if fans work. finally clean throttle plate with choke cleaner on both sides and iac hole
