When the motor is in idle, transmission in park, and the motor cold, is the motor suppose to speed up and slow down, back and forth, when gas is applied? When motor warms up it stops. Is this normal?

Yes, the engine light is on. I put my code reader on it, and it indicated a low vacuum leak. Could this be the cause? Could that be it or could I just need a fuel cap replacement?

What is the code number?

A vacuum leak will definitely cause this issue.
