Electronic Throttle Body Feedback?

I was doing some fuse testing with key on / engine off and noticed both my throttle bodies making a loud electric feedback sound. When the engine is running, I do not hear this sound and the car drives fine. I've disconnected the battery, disconnected both throttle bodies, reconnected everything and did the throttle position closed relearn (both manually and with a 2-way scan tool) but they still do it. Is this normal or should I look into new throttle bodies? Video attached.

Thanks for the video, it helps. I would check and clean the main engine block ground and make are the battery connections are clean and tight. Also, I have seen low voltage cause this issue as well. With the engine off please check the voltage on the battery. It should be about 12.4 volts.

If you don't hear the noise with the engine running it could be the alternator is supplying the correct amount of voltage, so the actuators are quiet. Also, when you had the scanner on it were there any codes?

Cylinder 3 misfire, which I thought I remedied when I replaced the valve cover gaskets and the spark plug tube seals, maybe the coil is going bad. Now that you mention it, however, when I ran a global scan of all systems and not just the ECM, it did return a pending code for the ABS system stating ABS module low battery voltage input (or something very similar to that wording) but that's the only system that said anything about low voltage and there was no actual ABS light on. The battery is going on 3 years old and it was the cheapest Walmart battery I could find at the time (I bought it when my engine was blown and I had to move the car for the tow truck to take it and since my car is completely keyless you have to have power to unlock the column in order to turn the wheel). I haven't had any starting or running issues, but I will check it when I get home.

Sorry for the delayed response. Key on/engine off voltage was 11.8v. Dropped to 9.3v when starter engaged and then held a constant 13.9-14.3v once running.
