Convertible top will not go down or up

On the relay the up-and-down have 12 volts all the time without pushing the switch.

Hi Randy,

Have you replaced any parts? Based on the information you provided I would suspect to find the switch shorted or stuck. I am guessing that the top does nothing and that is because the body control module thinks you are trying to open and close it at the same time so it does nothing.

I would go to the switch and verify you have the same voltage here (I am sure you will). Next unplug the switch and attempt to jump the wires to simulate what the switch does. This will condemn the switch and prove out the rest of the system.

Basically, if your top is currently closed, then to open it you jump the white/black wire to the yellow wire. This will apply power to the motor to take the top down. Then to reverse the motor, just the white/black wire to the red wire and it should close the top again.

Here is the wiring diagram to follow along. Also, here are some resources that can help with this type of stuff. I included one about replacing a window switch. While this is a different switch it is just about the same process.
