Drive by wire

Yes, I have to drive by wire system. When the car is running I have 12 volts coming out of the throttle body actuator motor which controls the butterfly and when it is running it is clicking like crazy inside there. I have replaced that motor and throttle positioning sensor and throttle positioning pedal sensor, still no luck. No throttle once so ever. So I'm kind of stuck on if it's the computer or not. Need some help.

Have you checked for codes? More then likely we will have something pointing us in the right direction. Here is a guide that will help with this:

Once we know what codes we have we will know what the possible causes are.

However, the cause of the actuator clicking is normally the idle control valve which on your vehicle is the throttle body actuator itself. It doesn't have a bypass like other engines, the throttle blade is opened slightly to control the air inlet.
