No Break Pedal

I have a 1990 dodge ram 4X4 with about 100,000 on it the engine is the 1800. Here is my problem. We we purchased the truck there was no break pedal when it is running. All the breaks, rotors cylinders, lines, rawl unit, master cylinder and Vacum assit unit have been replaced. The lines have no air in them when we try to bleed them. But when you start the truck the pedal goes to the floor. Could the be a vacum pump problem? How can I check the vacum pump. I am lost at this point any direction you could give would help

Was there any feel at all on the pedal, if nothing and feels like its just hanging there recheck the connection at the pedel, next I would check to see if the master cyl. Was bleed first, than bleed the brakes starting with furthest away from master.
