2003 Dodge Truck 2003 Dodge 4X4 5.7 HEMI ETC problem?

2003 Dodge Truck V8 Four Wheel Drive Automatic

The ETC light in the dash is flashing.
The truck RPM surges and pops thru the throttle body.
Fuel pressure is 53 psi and did not find any vacuum leaks.
Only code was crank position sensor which I replaced which cleared the code and it hasn't come back.
Even with the ETC unplugged when the truck starts it surges and pops sometimes.
Replaced plugs and wires.
Is the problem with the electronic pedal or the electronic throttle control on intake?

It could be either the throttle body has an obstruction, dirt, carbon or something preventing full travel, or the module, or the PCM. You need to be able to scan and read freeze frame data. I will email some charts to help you...this is a sample of one chart...
