2005 Dodge Stratus 4 cyl Front Wheel Drive Automatic 78000 miles

Belt broke. Can't locate the tensioner. What looks like it should be the tensioner wont budge. I may be on the wrong pulley. Do I need a special tool or what and where is the cotton-picking thing?

1.Raise vehicle on hoist. 2.Remove right front wheel and belt splash shield. 3.Insert a 3/8" drive breaker bar into the square opening of the belt tensioner pivot bracket.

CAUTION:Avoid excessive force to over compress belt tensioner. This may result in damage to the belt tensioner.
4.Gently apply a force to rotate belt tensioner clockwise until the belt tensioner bottoms out and the belt can be removed from pulleys. See Fig. 11 and Fig. 12. 5.Remove belt. 6.Gently release tensioner.
