96 dodge stratus idles rough will smooth out when you get up to speed but slow down and starts rough again acts like it is loading up.
fuel pressure release valve when depressed with car off has very little fuel come out and with key on it will come out slowly any ideas?

Check the fuel pressure/idle air control valve/throttle position sensor to include the PCV and EGR valves.

With it not throwing any codes could this still be a problem or could it be something like a fuel pump or filter issue?

The only way to tell if its the fuel filter or the fuel pump is to check the fuel pressure. Check the IACV and TPS/MAF sensors.
