1991 Dodge Stealth 6 cyl Two Wheel Drive Manual 3.0 miles

I have a 1991 dodge stealth will 55000 miles on it. It has been running rough and rich when it the engine is cold. This morning I tried to start it and it sounded like the starter was hangin up. I opened up the hood with the key on and noticed a clicking sound by the intake plenem. What could this be?

I just fixed a similar ticking noise but mine was constant, I also have a 91 with the 3000 mitsubishi motor in it. They replaced timing belt tensioner pulley idle pulley. For a total of $ 700.00
