I believe this is the only thing left to fix with the wiring in this haunted car.

The horns do not sound when the buttons are pushed. There is voltage to the horn relay, the horns sound if I jump the relay. I exposed the switch wires and removed the switch covers. I get power to a test light from the wire coming to the switch wiring in the steering wheel. As the light on the test light goes on, the horns sound. Nothing happens when I push either of the switch buttons.

The relay is an aftermarket and I did notice that when the relay is jumped, or the steering wheel wire is grounded, the horns sound and I can see an obvious sparking inside the relay as the horns sound. I don't know if this is normal.

The wiring diagram shows that each button grounds. However, where in the world do they ground? I assumed they made ground when they were screwed into the steering wheel. But, I can't get any part of the column to give ground. I do get ground at the bolts holding the steering column up under the dash, but not to any other metal of the column or wheel.

I have lost my job and low on funds. I will pay a donation when this hump is cleared. Please answer this question without a donation until I can afford one.

I have located the problem. When I had the steering column lowered to work on wiring, I neglected to install the thin metal clips on the mounting bolts that hold the column to the dash. Dodge uses plastic insulators at these bolts and the metal clips are needed to tie the column to ground.

Boy, I feel dumb!
