If I park facing down hill and go start every day it runs fine but if I park up hill or flat its hard to start like its not getting any fuel could this be a weak fuel pump

It could be or a bad filter. WHat I recommend is to check fuel pump pressure. Here is a how to for checking pressure. You will need a pressure gauge, but most parts stores will lend or rent one to you.
