1997 Dodge Ram seat belts stopped working/extracting

Both seat belts stopped coming out at about the same time. Do they work off a module? Are they connected to the computerized system? Or are they mechanical and not connected in any way with the system?

From what I can tell the seatbelts arent controlled by the computer or SRS system in your truck. Has the truck been in an accident recently? There are inertia locks in the seat belt assemblies that snap shut in the event of a front end collision. Sometimes a light hit can cause them to jam, so can a twisted seat belt strap.
