my steering shimmies when brakes are applied. Sometimes not as bad as other times and then sometimes if feels more like a surge than a shimmie

I'd have to check brake pads--rotors-- calipers. On some makes and models, I've seen a frozen caliper cause such a vibration, you couldn't hardly hold the steering wheel. It drove fine, till you stepped on the brake. I can't be positive about what is causing your problem?
