1995 Dodge Ram no start

I have a 95 dodge ram with a 318 the engine died, the fuel pump is not comming on and there is no spark I have tried a new ecu and still it wont start, the check engine light does not even come on when the key is turned on, im looking for the power and ground pins on the ecu to check for ecu power

The wiring circuit for pins 11 and 12 are grounds. Wiring circuit for pin 3 is battery voltage, hot all the time, gets voltage from fuse 8--20 amp underhood fuse box. Wiring circuit for pin 9 is ignition voltage, goes hot with the key on, gets voltage from fuse 9--10 amp, interior fuse box.
