Change the fuel filter?

Ok the other line I traced it back to the fuel tank. Why would the fuel pump pump it to the fuel filter, then split off of the filter and go up to the carb and back to the fuel tank? When I have the line going back to the tank crimped closed it just pump all the fuel up to the carb. I then have no problems. Just wondering if it is ok to just bypass that without causing any problems?

I have a 1986 dodge d50 it ran great then one day it started missing or running out of gas when you got on the interstate it would start jumping and slowing down, it would get down to 30 mph. When you drive it at 45 or 50 it ran okay. If you lug the engine and give it gas it would do this all the time now.I have cleaned the tank changed the fuel filters and the fuel pump and the plugs with no change.

Could be caused by one of the following below

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Crankshaft position sensor
Knock sensor
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard it and keep testing.
