I NEED HELP GUYS ASAP PLEASE

My car has been acting up while driving, it will slow down like it was abt to die, last week I went to the mechanic, he checked the car and said that it was prob a bad CATalyst converter, on Sat I paid 250 for a new cat converter and today while driving in the highway the same problem occur I got very afraid to be involved in an accident. I took the next exit but then my car seemed to recovered and drove very fast. Then today I did a check engine code, turning the key three times and code 21 was one of them, I am assuming is the osygen sensor. Dodge is asking $150 to replace it.
what do u guys thing is the problem. Will the 02 sensor fix it?
btw I have a 95 dodge neon 114k miles.

I wouldn't make that assumption, although it very well may turn out to be that. There may be a wiring issue or a bad pcm problem as well.

I would take it back to the guy that did the cat and have him check the wave pattern of the O2 sensor and re-check to make sure that the sensor wasn't damaged or poorly connected during the Cat swap.
