I have a 1995 Dodge Neon with 122,000 miles on it and I have been having some weird problems. First off, my radio keeps cutting out. I thought it was a short in my speakers, now I'm not so sure. My check engine light came on. I checked the code and it showed 12 and 25. After I checked the code, I had no power at all! After trying to start 3 - 4 times, it started right up. Could my ignition switch be bad, or could I have a short? I can not explain the #12 code, I haven't changed my battery. The two codes must be related, they both popped up at once and I was having no problems previous.

You probably have a short. Code #25 is idle speed control (ISC) motor circuit. Test the connector for power.

I have the same exact problem. At night the headlights also "blink". The trouble code 12 means that the battery has been disconnected within the last 50 ingnition cycles. If you haven't disconected the battery, then you may have that short. I fixed my code 25 by replacing all the worn rubber vaccumn lines and connectors. So far so good. The next step is to check the voltage on the idle control motor to see if it is withing tolerances or maybe a shorted circut. The short circuit may affect the radio circuit? Don't know about that yet.
