Fuel Backflow Preventer

98 Dodge Neon with 32,000 Auto, 2 wheel drive, 4 cylinder, no recent repairs. That's all I know - my in-laws car. Here is the deal. Have to crank the starter for several minutes to get the car started. Once it starts it runs fine. The local garage said it was the backflow preventer. Wanted $800. To replace it. Does this sound like a backflow preventer? Is this a difficult thing to fix?

What is a "Back flow preventer"? Sounds more like the fuel pump has gone weak and it takes it too long to build up pressure, or an injector is leaking pressure down, which I doubt due to the fact it runs smooth.
