Hi Guys: My elderly mother's neon failed inspection because of smog emissions in Massachusetts. She just had a new muffler put on the car and the mechanic who preformed the inspection said the new muffler is the cause for the high smog. According to the mechanic the muffler will "break in" and pass inspection. I'm not expert, but I've talked to others and they have said they've never heard of this. Is a new muffler a common reason for a failed inspection? Thank you.

No a muffler cannot cause this. Why did it fail specifically? Either the check engine light is on right now and there is a code it failed for or the vehicle did not pass readiness test. Look at the print out and get back to us and I will tell you why it failed and how to get it to pass. I own a repair shop in mass and I am very familiar with all the rules and regulations

As a 1st step you need to get the codes
it has a check engine light on that why it failed
or battery was disconnected
on the report that she got from the inspection station should say the codes
on the 2nd page  way in P0000
let me know
