1997 Dodge Neon how to put in time

We have changed the water pump and now the car will not run. We need to know how to put the car back in time if you could please help thank you

There are 2 different 4 cyl engines, a SOHC and a DOHC this shows the SOHC. If you did not follow these directions to start with, you may have already damaged valves! But here is the proceedure...
