1995 Dodge Neon How to check timing on a 95 Dodge Neon

We have replaced the timing belt on a 95 neon. After replacing it, that car runs terribly, cuts out constantly. How can we find out if the timing is off?

The engine is an interference engine that means if belt brakes while engine running valve damage is VERY likely. Also damage can ocure if crank is turned with belt off.
Either of these happen? If yes do a compression test
