The fuel tank has a small electrically connected float. Called a fuel tank sending unit. It is a circuit that has different resistance to ground, as it moves up and down. This is just the most common reason that a fuel gage becomes erratic. And if it is disconnected, the gage usually just shows empty. With full ground circuit, it should read full. The fuel sending unit is then replaced. However, a body control computer, gage, wiring and cluster, all can have problems also. 85% of the time, replacing the fuel tank sending unit, usually part of the pump, fixes this problem. OK
