Engine Cooling problem
1994 Dodge Intrepid 6 cyl Two Wheel Drive Automatic 180K miles

COOLING FANS NOT COMG ON, NO SWITCH, FANS DO WORK, RELAYS & FUSE GOOD, TOP RAD HOSE DOES GET HOT, VOLTAGE ON ETC PLUG APPX. 5 VOLTS, RESISTANCE ABOUT 3K OHMS ON SENSOR YET FANS STILL DO NOT COME ON. YES TEMP IS OVERHEAT. POSIBLY THE ETC SENSOR?
