1999 Dodge Durango hard to start when engine is cold

My 1999 Durango is hard to start when the engine is cold. When it is hot, the truck starts instantly, but let the engine cool and it will crank for 10 to 15 seconds before firing. I have checked the fuel pressure, fuel regulator, TPS, IAC sensor, Intake air sensor, water temperature sensor, distributor cap and rotor, coil and all coil wires.

When checking fuel pump pressure, did you pay attention to pressure drop off?

Yes, I checked the pressure before I started the durango, checked it for 5 minutes while it was running and left the gage connected for 15 minutes after I turned the car off. The pressure was instantly at full pressure when I turned the ignition key on, there was no fluctuation while the engine was running and the pressure stayed within factory limits for the 15 minutes I waited after stopping the engine. I had a mechanic check it (engine cold) and he got the same results.
