2000 Dodge Dakota 6 cyl Two Wheel Drive Manual

This morning my truck would not start. It acts as if it is not getting gas. At first I thought it was flooded, but after a while I tried again with no luck. I popped the hood and it smells like gas. Could it be the fuel filter or the pump? This is the first time it's done this to me. I don't have a problem with gas milage, or speed. So my only thought is that it might be the filter. What do you think?
Thanks!

If you smelled rough fuel it is not a restricted filter. Posible foel presurre regulator, vac operated or some are electric get a fuel pressure gauge and a manual start there
