2000 Dodge Dakota have electrical problem

Yes when im driving my truck or just sitting idle doesnt really matter but when you turn the headlights on the wipers would come on and the turn signal to the passenger side of truck would light up on the dash and the wont go off till you turn it and kill the engine this will also happen when you turn the a/c on to

I would start simple. To me it sounds like you have a bad ground and power is rerouting itself to other locations. Check body grounds for damage. If none are found, have the body control module tested.
