1996 Dodge Dakota trouble starting

Normally truck starts fine even when zero degrees. Twice in the last two weeks, it acts like it is not getting gas, but finally chugs, then will start but not idle (will run on fast idle) this takes several minutes. Now it will be fine for days. At first I thought it was a fuel line (water) problem and added dry gas and it seemed fine for two weeks, then it acted up this morning. I believe it is probably the fuel filter/regulator in the pump, but would like a second opinion. I can go out now and it will start with no problems.

Has the check engine light ever come on? Have you checked fuel pump pressure?

No engine light, pressure was checked and was ok. No diagnostic codes either. I still believe it is the fuel filter/regulator in the tank, but need second opinion. Thanks, jack

Just started truck, 25 degrees outside ad it started fine. Just seems to be when it is below 20 degrees that I sometimes have problem. It is my teenage daughters truck so if I were driving it I would have a better idea what it is doing otherwise

As far as the temp, the only thing I can think of that would be the temp sensor. It tells the computer the ambient temp and coolant temp. From that, the computer determines how rich to make the fuel mixture.
