1995 Dodge Dakota Hard to Start When Cold

When I go to start it up it takes 5 to 10 seconds to start from the point I hit the ignition. The starter engages and the engine turns over without any problems, it just takes a while for it to finally fire up.

Some people, not mechanics, have said that there could be a check valve somewhere in a the fuel line that is not working anymore; therefore causing all of the fuel in the fuel line to drain back into the tank, and then causing the fuel pump to have to fill the line back up everytime the engine in turned back on after a long period of being off.

I have no idea and any help would be much appreciated. Thanks.

I just completed the fuel pressure test. I connected the gauge and started the engine and the fuel pressure was steady at 37 psi. I let it run for about 10 minutes and it didn't budge. I read somewhere that it could be the fuel pressure regulator but this test proved that it was okay ( I'm assuming). Where should I check next. Thanks for any help
