Steering wheel shimmy

I am having a problem on my 2000 Dodge Grand Caravan. The steering wheel is shimmying while driving. It is more pronounced at lower speeds and lessens when breaking. It shimmy's about an inch or two from left to right.I have jacked up the wheels one at a time and tried to find any play or wobble but have been unsuccessful in locating any. I don't hear any strange noises while driving or when I spun the wheels while I had it on stands. I'm kind of lost on where to look next or what to try. Any ideas would be appreciated.

What about the tires? Sounds like you might have one that is seperating or coming apart. Lift and support vehicle, spin tire and look for any out of round in the tire tread
