The fuel filter should be either, On youre vans frame or right near the Gas tank.

Check the fuel pressure to rule out a defective fuel pump before and after the fuel filter

Don't bother. Other than on diesel trucks you won't solve a problem on a Chrysler product by replacing the fuel filter. They pass the largest volume during coasting and need to pass very little fuel when cruising or accelerating.

I have a 2000 Dodge Grand Caravan 3.3 L auto trans with 190k miles. My problen is this. I recently got a tune up and at the time they replaced the fuel filter. Since then I've been back more than 6 times because the fuel filter connection to the tank pops off, usually after a day or two. I now have my 4th filter thisd one is Mopar not aftermarket and still the problem persists. I understand that the pressure from the pump is supposed to be about 60 lbs which it has tested to be. Is there anything that could make that pressure spike intermittantly that could be causing the connection to pop open?

Could be. Never heard of it before. Sounds like the fuel line may be damaged from the first time and now the retainer wont hold/stay in place

2003 Dodge Grand Caravan Sport, 3.3 6 cylinder. Engine cranks and turns on like normal and then dies after about 2 seconds. Is my fuel filter clogged or bad, or could this be something else?

You need to use a fuel pressure gauge to determine what is happening to the fuel pressure and how the pump is responding first. It's NOT likely a filter problem. The filter is part of the pump.
