When cold, it seems the power steering/belts make a low squealing noise which changes pitch on acceleration or turning steering wheel. As engine reaches operating temps the noise goes away.

This may be an actual pump issue. You should ensure that there are no leaks in the power steering system causing you to loose steering fluid and running the pump dry. You may also isolate the noise with a stethoscope to ensure that the pump is actually making noise.

It may also be a belt, however it would only most likely make noise on start-up and possibly for a few seconds while the condensation leaves the belt.

Hope this helps.
