Hello, not only check the fuse, check that the fuse circuit is hot, use test lite.

You can do testing at the horn relay in the power distribution center, under the hood. Just unplug the relay, use a testlite, two terminals hot. If that checks out, there may be a problem with the clock-spring in the steering column? If there is an airbag in the steering wheel, there may be a safety issue.
