1999 Dodge Caravan Wheel locking up

I have had a problem recently with the starter sometimes taking 3-4 times to start. I didn't have the money to fix it right away so I have been saving assuming the starter was going up. I drove my car to the corner store today and when I came back out of the store to start it up, the key and the wheel would not move. Is this still a starter situation or is it something else?

Hello,

Sounds to me like it is your Ignition Switch and or the Lock Cylinder and Key. Not your starter. Were you having trouble turning the key when it took 3 - 4 time to start?

No, not really. It just took several times turning the key back and forth before it would start. I actually took the car to the shop on Monday and it was the lock cylinder.
