I recently had a new starter and battery put in. When you start the car for the first time it takes like 4 times before it starts. Isn't it to start right away since its brand new?Then after the first time you start it it will start right up unless it sits again for hours. What does this mean?

The starter just turns the engine over there are other factors that come into play to start the engine, from what you mention, try this first, turn key to ignition on (do not crank), wait 3-4 sec, turn off and then do a normal start, let me know if it starts this way, this is just a test for part of the fuel system that I feel is suspect.
