A/C bypass pulley issue

I had a mechanic install bypass pulley, belt keeps coming off, bypass pulley looks like it needs to b shimmed, to lineup with other pulleys, bracket does not seem to line up. I have tried for a week. It is the right bracket bought 2 of them. Please help

The easiest way to do this when installing these bypass pulleys is to just a laser pointer or laser level and point it so that you have a line to the center of another pulley. Then you need to shim the bypass pulley with washers or the shims it should come with, until this pulley is in the center of that line as well.

Plus I included process below for replacing the belt with the routing. This will show possible locations you put the laser like above the compressor pulley aimed down towards the crank pulley.
